NDRC Explains 15th Five-Year Plan for Carbon Peak

China's National Development and Reform Commission (NDRC) recently answered media questions regarding the 15th Five-Year Plan for Carbon Peak, providing an overview of the Action Plan.
The Action Plan sets a target of reducing carbon dioxide emissions per unit of GDP by 17% from 2025 levels by 2030, while increasing the share of non-fossil fuels in primary energy consumption to 25%. These targets are intended to ensure China achieves its carbon peaking goal on schedule and lay the foundation for meeting its 2035 Nationally Determined Contribution (NDC) targets and ultimately achieving carbon neutrality.
To achieve these goals, the Action Plan outlines five major areas of work. In the energy sector, China will further optimize its energy mix by accelerating the development and utilization of non-fossil energy, improving the power system's ability to integrate renewable energy, advancing the clean substitution of coal consumption, steadily bringing coal and oil consumption to a peak, and continuing to optimize the structure of oil and gas consumption. In industry, the plan calls for energy-saving and carbon-reduction upgrades in traditional industries, accelerated development of zero-carbon industrial parks and factories, greener computing infrastructure, and greater use of the circular economy to support emissions reduction.
Regarding the clean substitution of coal consumption, the Action Plan proposes to reasonably control coal-fired power capacity and generation while gradually transforming coal-fired power into a more supportive and flexible power source. It also encourages the integrated development of coal-fired power and renewable energy.
The plan calls for low-carbon retrofits of coal-fired generating units and the decoupling of heat and power generation at combined heat and power (CHP) plants in northern China without compromising district heating services. In addition, it supports the research, development, and wider application of high-efficiency, energy-saving coal-fired generating units and related equipment. Coal-fired generating units that fail to meet environmental protection, energy efficiency, coal consumption, safety, or operating life requirements will be phased out in accordance with laws and regulations, while captive power plants will be encouraged to play a greater role in grid peak-shaving services.
