Brief Analysis of Chinas National Coal Production in May 2025

1. Accelerated Growth in National Coal Output

According to data released by the National Bureau of Statistics, China’s industrial enterprises above designated size produced 403 million tons of raw coal in May 2025, marking a 4.2% year-on-year increase.

    Shanxi: 110.09 million tons (+3.4% YoY)

    Shaanxi: 67.41 million tons (+1.2% YoY)

    Inner Mongolia: 103.64 million tons (+2.9% YoY)

    Xinjiang: 46.65 million tons (+18.8% YoY)

These four regions collectively accounted for 81.3% of national coal production in May.

From January to May 2025, total national output reached 1.985 billion tons, up 6.0% year-on-year. Cumulative production by region:

    Inner Mongolia: 530.80 million tons (+0.9% YoY)

    Shanxi: 541.75 million tons (+13.6% YoY)

    Shaanxi: 318.98 million tons (+3.1% YoY)

    Xinjiang: 223.96 million tons (+9.8% YoY)

These four contributed 81.4% of total national output in the first five months.

2. Near-Term Factors Affecting Coal Production

A. Shaanxi Province has intensified efforts to prevent major safety incidents. Recent safety meetings emphasized the three-year action plan for fundamental safety improvements. Inspections, enforcement, and rectification of safety hazards have been stepped up.

B. National Safety Campaign: On June 16, the State Council’s Work Safety Committee and the Ministry of Emergency Management reaffirmed the priority of preventing major accidents, calling for stricter enforcement and in-depth rectification in key sectors like coal mining.

3. Long-Term Factors to Watch

Vice Premier Zhang Guoqing visited Shanxi from June 22–24 to inspect industrial safety and development. He stressed the need to eliminate illegal practices such as concealed workfaces, overcapacity production, and falsified monitoring data. He called for a proactive shift toward preventive safety governance and stricter enforcement to address root causes of major safety risks in coal mines.
