Russia:

Russia's Energy Minister Sergei Tsivilev stated at a press briefing during the St. Petersburg International Economic Forum that the Russian Ministry of Energy expects coal production in 2025 to remain at last year's level. According to Tsivilev, "Our goal this year is to maintain production at last year's level. There are many factors influencing this, and we will evaluate them later." Tsivilev also revealed the difficult situation facing Russian Railways and mentioned that the Ministry of Energy is working closely with Russian Railways to identify issues and resolve them in order to increase freight volume. Russian Deputy Prime Minister Alexander Novak stated in April 2025 that Russia's coal production forecast for 2025 might be revised downward. According to data cited by Novak in the "Energy Policy" column, in 2024, Russia's coal production was 443.5 million tons, with exports reaching 196.2 million tons. According to data from the Federal State Statistics Service, Russia’s coal production in 2024 was 426 million tons, a 0.8% year-on-year decrease. From January to April 2025, Russia's coal production totaled 150 million tons, marking a 2.5% increase compared to the same period last year.

India:

According to local Indian media, the 12th round of commercial coal mine auctions recently launched by the Indian Ministry of Coal has made significant progress. Of the 22 coal blocks up for auction, 11 have received a total of 41 bids. This indicates strong market interest in coal mining investments, aligning with India's strategic goal of boosting domestic coal production. The auction includes eight newly introduced coal mines and three blocks re-tendered from the 11th round’s second auction. The Phutamura block attracted the most attention, receiving 13 bids, followed by the Chhatarpur (revised) and Chhrola Patar blocks, each receiving six bids. A total of 27 companies participated in the bidding, with more than ten being new entrants.

Statistics

Mongolia:
• In May 2025, Mongolia's coal production reached 9.13 million tons, showing a 0.43% year-on-year increase and an 8.39% month-on-month rise, marking the second consecutive month of growth.
• From January to May 2025, Mongolia's total coal production was 37.96 million tons, a 4.88% year-on-year decrease.
• Preliminary data shows that in May 2025, Mongolia's coal railway transportation volume was 1.16 million tons, a 24.49% year-on-year decrease but a 12.58% month-on-month increase, ending a five-month consecutive decline.
• From January to May 2025, the total coal railway transportation volume was 5.96 million tons, a 24.21% year-on-year decrease.
Japan
• In May 2025, Japan imported 10.32 million tons of coal, a 9.2% decrease compared to the same period last year.
• Of this, the import of thermal coal was 5.79 million tons, a 3.5% year-on-year decline.

India
According to data from Indian coal trader Iman Resources, in May 2025, India imported a total of 26.74 million tons of coal and coke, marking a 4.58% year-on-year increase and a 5.89% month-on-month rise.
• Of this, 17.33 million tons were non-coking coal, reflecting a 1.37% year-on-year increase and a 7.84% month-on-month increase.
• 5.24 million tons were coking coal, showing an 8.88% year-on-year increase but a 1.99% month-on-month decrease.
• Additionally, India imported 2.04 million tons of pulverized coal, marking a 9.96% year-on-year increase and a 1.03% month-on-month increase.
• The import of anthracite coal was 0.23 million tons, nearly double the year-on-year volume, although it decreased by 14.55% month-on-month.
• From January to May 2025, India’s total coal and coke imports amounted to 116 million tons, a 0.85% decrease year-on-year.
      Non-coking coal imports totaled 73.55 million tons, a 2.73% year-on-year decrease.
      Coking coal imports were 24.06 million tons, a 1.54% year-on-year increase.
      Pulverized coal imports were 9.4 million tons, an 11.19% year-on-year increase.

Philippines:
According to statistics from the Philippines Bureau of Customs, from January to May 2025, the Philippines imported 15.96 million tons of coal, a 1.0% year-on-year decrease.
• In May 2025, the Philippines imported 3.63 million tons of coal, marking a 17.7% year-on-year decrease but a 1.2% month-on-month increase.
Kazakhstan
According to data from Kazakhstan's National Statistics Agency, from January to May 2025, Kazakhstan's total coal production amounted to 46.18 million tons, a 6.0% year-on-year increase.
• In May 2025, Kazakhstan's coal production was 8.44 million tons, reflecting an 11.6% year-on-year increase and a 1.6% month-on-month increase.

South Korea:
According to data from South Korea's Customs Office, in May 2025, South Korea's coal imports totaled 6.91 million tons, a 22.55% year-on-year decrease and a 3.13% month-on-month decrease from the previous month’s 7.13 million tons.
• From January to May 2025, South Korea’s cumulative coal imports were 39.25 million tons, a 18.5% year-on-year decrease.
      Of this, 4.45 million tons were thermal coal (including other bituminous and other coal), a        34.13% year-on-year decrease but a 23.43% month-on-month increase, making up 64.33% of total coal imports.
      1.55 million tons were coking coal, a 17.48% year-on-year increase but a 37.19% month-on-month decrease, making up 22.44% of total imports.
      South Korea imported 0.55 million tons of pulverized coal, a 16.41% year-on-year decrease and an 11.18% month-on-month decrease, accounting for 7.94% of total coal imports.
      0.37 million tons were anthracite coal, a significant 85.08% year-on-year increase but an 18% month-on-month decrease, accounting for 5.3% of total imports.
