Rizhao port has been a large coal export port since it was built. It officially opened in 2018. It was an important port for China's coal export, creating a throughput record of 586 tons per hour. The Wa-ri Railway started from Watang Town of Xingxian County in Shanxi Province in the west and reaches Rizhao port in the east. It was the first railway in the world to be built with 30 tons of heavy load, advanced steel and supporting industries. Finally, he wished the conference a complete success.

Shandong's coal output was 122 million tons, and coal consumption was 420 million tons in last year. He called for strengthening regional cooperation and upstream and downstream cooperation, promoting the development of upstream and downstream industries, promoting sustainable development, striving to create a new situation for the transformation and development of the coal industry, and making new and greater contributions to the development of China's coal industry under the unified deployment of the National Development and Reform Commission.

First, regarding the deepening of the structural reform of the coal supply side, it was a long-term and strategic work. The economic structure and management structure of the industry were deepening. He believed that from the perspective of the coal market system, only continuous deepening of structural reforms would transform the reform results into coordinated development of upstream and downstream coal industries.

Second, the coordination and cooperation between upstream and downstream coal industries has been improved. Without the coordination and cooperation among different industries, coal industry could not develop well. At present, China's coal market system was based on the market operation mechanism in which enterprises were the main bodies with free trade combined with the government's macro-control. Liang Jiakun believed that the National Coal Trading Center and regional coal trading market were new coal market systems with complementary resources, unified opening and orderly operation. Therefore, China National Coal Association would actively participate in the construction of the National Coal Trading Center, supporting and fostering the development of the regional coal trading market. It was a strong support for the high-quality development of the coal industry.

Third, Liang shared some thoughts on promoting the high-quality development of the coal industry: First, we must improve the safe, clean and efficient use of coal and achieve green development. Second, we must focus on improving the quality and efficiency of coal economic operations. The third was to focus on improving the ability of coal science and technology innovation. The fourth was to focus on strengthening and improving the scientific management of enterprises. The fifth was to focus on improving the “going out” of coal enterprises and participating in the “Belt and Road”, especially to learn advanced foreign technology. The sixth was to strengthen the construction of the coal mine construction team, especially to protect and stabilize the construction of the first-line team. The seventh was to cultivate the spirit of coal entrepreneurs, because their role was irreplaceable. The eighth was to promote the cultural construction of the coal industry, so that the coal-related people have cultural self-confidence and cultural taste. Finally, Liang Jiakun pointed out the status quo and existing problems of the development of the industry from the aspects of coal security degree, the overall development of the industry, the remaining problems of de-capacity, the forecast prospect of the market, and the external environment. He suggested that the relevant state ministries and commissions should strengthen the macro-control and the control of the total amount. This was a long-term, fundamental and planned task. He hoped that governments at all levels can play a more important role. In particular, he hoped that relevant state ministries and commissions would study the development layout, consumption layout, storage and transportation, and regional security layout of coal in depth, and implement them in the 14th Five-Year Plan.

At present, the capacity of single wells has exceeded 900 thousand tons, and it will exceed 1 million tons in the later period. The quality of coal supply continued to improve; the business conditions of the company improved steadily, and the safe production methods sought progress while maintaining stability. In terms of coal technology, there were nearly 200 working faces in the country that have been patrolled and unmanned in 2018.

In the future, we must continue to speed up the elimination of backward production capacity, approving the construction of a number of large-scale modern coal mines, actively promoting coal-electricity joint ventures, reducing the cost of coal and energy use in the whole society, adhering to the clean, low-carbon, safe and efficient direction, fully promoting the management of major disasters in coal mines, and improve the medium and long-term contract system. He expected and wished delegates to make full use of the important platform of the coal trade fair, enhancing communication and cooperation, pushing for a new level of coal co-consumption work in China, and achieve greater results.
