Weekly Policies and Interpretations on Coal

The safety supervision of the main coal-producing areas has intensified, and the process of resuming production and reconstruction of coal mines before the "two sessions" may not be ideal. Strict conditions for coal mines to resume production and work will limit coal supply before the“two sessions”.
 
Due to the severe security situation in various regions before the Spring Festival and the upcoming "two sessions" and other factors, the security supervision in major coal-producing areas has intensified significantly recently. Among them, Shanxi Coal Mine Safety Supervision Bureau issued the 2019 annual supervision and enforcement plan, which will carry out supervision and enforcement of 60 mines in Yangquan, Luliang and Linfen and other areas. Shaanxi Province issued the "Notice on the Immediate Implementation of Coal Mine Safety Rectification ". In the first half of the year, the mine inspection will be conducted in accordance with the "Coal Mine Safety Remediation Checklist". For the problems found in the investigation and safety "physical examination", one mine and one policy shall be formulated for the rectification measures. At the same time, Shaanxi Province will fully carry out special rectification work for coal mines with super-layer cross-border mining from February 15th to the end of June.
 
Inner Mongolia will withdraw or merger and reorganize coal mines of less than 600,000 tons/year to accelerate the release of high-quality production capacity in 2019.
 
Recently, the People's Government of Inner Mongolia Autonomous Region issued the "Notice on the Plan for the National Economic and Social Development of the Autonomous Region in 2019", proposing that Inner Mongolia will actively guide the orderly withdrawal or merging and reorganization of coal mines with a capacity of less than 600,000 tons per year in 2019. At present, there are 92 mines in Inner Mongolia whose production capacity is below 600,000 tons/year, with a total production capacity of 34 million tons/year. While speeding up the elimination of outdated production capacity, they will also promote the approval of projects of coal mines built without approval, and release high-quality coal production capacity in an orderly manner.
 
The Jingshen Railway and the Menghua Railway will be opened simultaneously in 2019. And the coal transportation capacity of Yulin Railway will increase by 50 million tons/year.
 
Hongning Railway Company revealed that Shaanxi Railway Logistics Group accelerated the construction of Yulin Project and the layout of the transportation terminal on February 16. Jingshen Railway will be opened simultaneously with Menghua Railway in 2019. Jingshen  Railway starts from Jingbian North Station in the south, connecting with Menghua Railway, connecting with Shenmu West Station in the north, connecting with Baoxi Railway and connecting with Hongning Railway, running through Yulin energy and chemical base, serving three mining areas of Shenfu, Yushen and Yuheng, and two industrial parks of Shenfu and Yushen, and 20 stations will be planned and built. The designed volume is 51 million tons/year in the near future and 72 million tons/year in the long term.
