Henan issued a three-year action plan for coal consumption reduction

According to Zhengzhou Daily, Recently, Henan Provincial People's Government issued the Henan Province Coal Consumption Reduction Action Plan (2018-2020). According to the plan, by 2020, the total coal consumption of the province will be reduced by about 15% compared with 2015. The concentration of coal consumption will be further improved, and the proportion of thermal coal consumption will be more than 52%.
 
Henan province will strictly control the approval and filing of new coal consumption projects. In order to control the increase of coal consumption at the source, coal consumption projects that fail to implement the reduction of coal consumption as a substitute will not pass the examination of energy conservation.
 
At the same time, in order to improve the entry barriers for coal-consuming projects, it is strictly prohibited to build or expand new-scale industrial projects with excess capacity, such as coal, steel, electrolytic aluminum, cement, traditional coal chemical, coking, etc.
 
All coal-consumption projects that are newly built, rebuilt or expanded will be reduced or replaced by coal. Regional approval limits will be imposed on coal consumption projects in places where the reduction of coal consumption in the previous year has not been achieved.
 
Henan Province will further implement the differentiated electricity price policy. Henan Province will strictly implement the differentiated electricity price policy and improve the differential electricity price standards for eight industries including electrolytic aluminum, ferroalloy, calcium carbide, caustic soda, cement, iron and steel, yellow phosphorus and zinc smelting. Henan Province will further expand the scope of implementation of differentiated electricity price policies, and coking enterprises that use national industrial policy restriction devices are included in the implementation scope of differentiated electricity price policy in the province.
