Shandong Province actively promotes de-capacity of Coal

According to the National Development and Reform Commission, Shandong Province adheres to the principles of marketization and legalization in the work of coal de-capacity, highlighting five types of coal mines, such as coal mines with insecurity, coal mines with depletion of resources, coal mines with poor storage conditions, coal mines with heavy environmental pollution and coal mines with long-term losses, focusing on the disposal of “zombie enterprises” and the elimination of backward production capacity, and actively promote the successful completion of coal de-capacity tasks in 2018.

The first is to allocate the task of de-capacity into every municipal coal enterprises and provincial coal enterprises, and publicize it on the website of the provincial government.

The second is to formulate the shutdown and retracement plan and safety technical measures on a mine-by-mine basis, and strictly control the time nodes such as production stoppage, retracement, and closure of the de-capacity coal mines.

The third is to establish a monthly scheduling and reporting system to timely grasp the progress of important work nodes such as production suspension, retracement and closure, etc.

The fourth is to strictly check the inspection and acceptance threshold. Through the establishment of a provincial-level joint inspection and acceptance mechanism involving the departments of Development and Reform Commission, Commission of Economy and Information Technology and Ministry of Finance, they organize inspection and acceptance of de-capacity of each mine to ensure that the de-capacity coal mines are really closed and retreated.
