Transportation of Shanghai and other two coal ports will be changed

Recently, Ministry of Ecology and Environment, National Development and Reform Commission, Ministry of Transport and other departments, as well as the people's governments of the three provinces and one city in the Yangtze River Delta region jointly issued the Action Plan for Comprehensive Management of Air Pollution in the Autumn and Winter of 2018-2019 in the Yangtze River Delta Region.

The Action Plan clarifies the transportation of coal assembling and evacuating ports of Shanghai Port, Lianyungang Port, and Ningbo Zhoushan Port will be changed by rail or waterway before the end of this year. And it will promote the transformation of rail and waterway transportation of other coastal and inland-river ports that assemble and evacuate large cargos such as coal and ore.

All provinces (cities) must follow the requirements of pushing the adjustment of transportation structure set by the State Council to formulate the work implementation plan before the end of November 2018. The government will conduct surveys on the transportation structure of bulk materials such as coal and ore. If the enterprises fail to use the special railway lines and waterways to transport bulk materials in accordance with the requirements of the EIA report, they are required to complete the rectification before the end of March 2019. Key enterprises with freight conditions of waterway and railway are not allowed to transport coal and ore by road. In addition, the Action Plan calls for accelerating the development of multimodal transport like waterway combined with railway, and the containerized volume transported by waterway combined with railway at key ports increasing by more than 10% year on year.
