The notice requires that all departments should carry out special rectification of coal mine safety production in conjunction with the ongoing “Sword Action” to deepen coal mine safety at all levels. All coal mines must put the prevention and control of ground pressure on the prominent position, and make it as the first priority of coal mine safety production. All coal mines must check the hidden dangers one by one according to the "Detailed Rules for the Prevention and Control of Coal Mine Impact Ground Pressure". 41 coal mines under threatened by ground pressure must stop production immediately, conduct impact risk analysis on mining faces that are threatened by the impact of ground pressure one by one, and formulate practical and feasible preventive measures. Production can only be resumed after acceptance inspection by the municipal administration department of coal industry.
In addition to the coal mine field, Shandong Province has repeatedly promoted remediation actions to other 8 industries, including non-coal mines, forest fire prevention, hazardous chemicals, road traffic, fire control, construction, marine fisheries and maritime traffic, winter heating and electricity, gas and coal usage.They have become the focus of special rectification actions on safety production. Besides, the province will cover safety remediation in all industries and fields.
The accident happened at around 11 p.m. on October 20 at Longyun Coal Mining Co. Ltd. in Yuncheng County. A total of 22 people were trapped after the rock burst. Up to23:00 on the 21st, one of the trapped workers was rescued and three died. At present, rescue operations are continuing in an orderly manner.
